ANSI/ISEA 107 High-Visibility Classes Explained

Most buyers land here with one practical question: is a Class 2 vest enough for this crew, or does the job call for Class 3? It is not a judgment call. ANSI/ISEA 107, the American National Standard for High-Visibility Safety Apparel, answers it with measured areas of fluorescent fabric and retroreflective trim, and federal highway rules then make specific classes mandatory in specific places. Here is how the pieces fit together, and how to write a spec you can defend.

What the standard actually measures

ANSI/ISEA 107 rates the finished garment, not the roll of fabric it was cut from. Two materials carry the load. Background material is the fluorescent yellow-green or orange-red fabric that makes a worker stand out in daylight. Retroreflective material is the trim that returns headlight beams to the driver's eye, which means it does essentially nothing until a light source is pointed at it. A garment earns a type and class designation only when it contains at least the minimum area of each material, so a small vest with generous striping and a large vest with skimpy striping can land in different classes.

Type O, Type R and Type P: pick the environment first

Before you argue about class numbers, choose a type. The type describes where the wearer works.

  • Type O (off-road) covers workers who are not required by traffic-control rules to wear high-visibility apparel but who work around moving vehicles and equipment where struck-by hazards do not approach at roadway speeds. Warehouses, lay-down yards, refineries, plants and shipping docks are the classic cases. Class 1 is the only class available in Type O.
  • Type R (roadway) covers workers exposed to public traffic and to construction equipment in temporary traffic control zones. It is offered in Class 2 and Class 3, and it is the type that federal roadway rules point to.
  • Type P (public safety) is for fire, police and EMS personnel who need access to duty belts, SCBA and turnout gear. Type P carries the same retroreflective minimums as Type R but allows less background material, which is what lets the garment be cut shorter.

Two details in that table matter when you compare quotes. First, the smallest size in a Type R design may use a reduced background area, so an XS Class 2 shirt is legitimately smaller than the headline number suggests, with no reduction permitted in the retroreflective area. Second, Class 3 demands roughly sixty percent more background fabric than Class 2, which is why compliant Class 3 items are normally sleeved shirts, jackets and coveralls rather than open vests.

Class E is not a rating on its own

Class E applies to supplemental items worn below the waist: pants, bib overalls, shorts and gaiters. On their own they are not compliant apparel. Worn together with a Class 2 or Class 3 upper garment, the ensemble is treated as Class 3, which is often the cheapest way to get a crew from Class 2 to a Class 3 level of conspicuity without buying new jackets.

Matching class to the work environment

Three variables drive the decision: how fast the traffic moves, how long a driver has to see and react, and how visually cluttered the background is.

  • Class 1 (Type O) suits controlled areas separated from public traffic, where equipment moves slowly and operators have ample warning. Yard crews, warehouse pickers and parking attendants on private property are typical.
  • Class 2 (Type R) is the working minimum any time people are on foot in a roadway right-of-way: survey crews, utility work, flagging in daylight, incident response, and any site where vehicles pass close to workers.
  • Class 3 (Type R) is what you want for night work, high-speed traffic, rain, fog and snow, and visually busy backgrounds where a vest alone disappears. The extra background area and the sleeved cut mean the worker's arms and torso stay marked through the full range of body motion, which is how drivers recognize a human shape rather than a bright blob.

Weather is worth calling out separately. Fluorescent background fabric depends on ultraviolet light, so it performs hardest at dawn, dusk and under overcast skies, exactly the conditions when contrast is worst. After dark, retroreflective trim does nearly all the work. Crews that run around the clock generally standardize on Class 3 rather than swapping garments at shift change. How the FHWA worker visibility rule interacts with the standard

ANSI/ISEA 107 is a voluntary consensus standard. The Federal Highway Administration is what makes it enforceable on roads. Under 23 CFR Part 634, all workers within the right-of-way of a Federal-aid highway who are exposed either to traffic or to construction equipment within the work area must wear high-visibility safety apparel meeting Performance Class 2 or Class 3 of ANSI/ISEA 107-2004. "Workers" is defined broadly: highway construction and maintenance forces, survey crews, utility crews, incident responders in the right-of-way, and law enforcement personnel when directing traffic, investigating crashes, and handling lane closures, obstructed roadways and disasters. States and agencies had to comply by November 24, 2008.

The Manual on Uniform Traffic Control Devices carries the same requirement into temporary traffic control zones generally. In the 11th edition of the MUTCD, published in 2023, the high-visibility apparel provision sits in Section 6C.05 and points to ANSI/ISEA 107-2015, requiring Class 2 or Class 3 apparel for workers and flaggers, day or night, with an allowance for emergency and law enforcement responders to use ANSI/ISEA 207 public safety vests instead.

OSHA reaches the same result by a different path. 29 CFR 1926.201 requires flaggers' apparel to conform to the MUTCD, and 1926.651(d) requires warning vests or reflectorized garments for employees exposed to public vehicular traffic at excavations. Beyond those two rules OSHA has applied the General Duty Clause to require high-visibility apparel for construction workers exposed to struck-by hazards in highway work zones. In practice: if a foot worker can be reached by a moving vehicle in a right-of-way, buy Type R Class 2 as the floor and Class 3 for night and high-speed exposure.

Two mistakes that show up on purchase orders

Flame resistance is not high visibility. They are separate ratings tested against separate standards. A dark FR layer such as the OccuNomix Premium FR pullover hoodie in black contains no fluorescent background material, so an FR-only crew working in a right-of-way still needs ANSI 107 apparel over it or a garment certified to both. Check the garment label for the type and class marking; if it is not printed there, treat the claim as unverified.

Light-colored coveralls are not conspicuity garments. Where abatement, spray or cleanup work happens near moving equipment, pair the suit with a Class 2 or Class 3 vest sized to go over it.
